Luis Antonio de Belluga y Moncada
Luis Antonio de Belluga y Moncada (1662-1743) was a Spanish statesman, cardinal of the Catholic Church and viceroy of Murcia and Valencia known for major urban development and revitalization schemes such as the colonization of uncultivated lands, founding of new towns, draining of swamps and construction of hospices, hospitals and a school of theology.
